Appendix G – Declaration of Inspection

The following list refers to requirements set forth in detail in 33 CFR 156.150 and 156.120. The spaces adjacent to items on the list are provided for an initial indicating that the detailed requirements have been met.  Engineers in charge of external oil transfers should be familiar with these requirements.  Checks 1 through 31 should be completed prior to the start of the external oil transfer.

PRIOR TO TRANSFER THE FOLLOWING SHALL BE CONFIRMED

1.     Communication Systems/Language agreed upon



2.     Bravo flag (red) displayed and/or red light in mast illuminated (Responsibility of the Deck Watch Officer)


3.     Check with Deck Watch Officer whether vessel is securely docked alongside.


4.     Vessel Engineer PIC has no other duties other than being the PIC for the duration of the transfer


5.      The Vessel Engineer PIC shall supervise in the bunker break each transfer hose connection


6.     Transfer systems; unused components are properly blanked or shut off


7.     Overboard discharge or suction valves are sealed or secured in a closed position


8.     Hoses or loading arms are not exposed to kinking and damage 


9.     Transfer hoses are flexible, well supported, in good condition and of the proper length  (to be determined by visual inspection)


10. All equipment such as flange connections, lifting appliances etc. used during the transfer are in good condition (to be determined by visual inspection)


11. Monitoring devices such as sounding pipes, level gauges, level alarms, etc. installed and properly working. If not, state means of level control:



12. Discharge containment equipment available


13. Discharge containment system empty and periodically drained during the transfer if needed


14. All connections in the oil transfer system are leak free and, if practicable, not over the water


15. Overboard scupper or drains of bunker break are closed


16. Emergency shutdown operable and spill procedures are in place


17. No hot work authorized


18. No fires, open flames, matches and welding prohibited


19. Adequate lighting (between sunset and sunrise)


20. Smoking only permitted in authorized areas


21. Sufficient personnel on duty


22. Vessel Engineer PIC witnessed tank truck/barge/facility soundings prior to bunkering


23. PIC and Vessel Engineer PIC are on duty and at the site of the transfer; the Vessel PIC will be stationed in the ECR during the transfer   


24. PIC has valid written test records available for the transfer hose[2]


25. PIC and Vessel Engineer PIC shall maintain a copy of the facility operation manual or vessel’s oil transfer procedures during the transfer and conduct the transfer in accordance with these


26. At least one person from the vessel is at the site of the transfer operation who fluently speaks the language or languages spoken by both persons in charge or sign language shall be agreed upon


27. Pre transfer conference:


Ø  The product and amount to be transferred


Ø  The sequence of transfer operations and a review of Preloading Plan


Ø  The pumping rate and pressure


Ø  The name, title, and location of persons taking part in transfer


Ø  The critical details of both transferring and receiving systems


Ø  The critical stages of the transfer operations


Ø  The federal, state and local regulations that apply


Ø  Emergency procedures for both systems


Ø  Discharge containment and reporting procedures as per SOPEP


Ø  Watch or shift arrangements


Ø  Frequency when using radios


28. All fuel tanks shall be sounded or visually checked prior to transfer


29. Emergency stop of transfer pump in the bunker break (where applicable) has been tested


30. All valves are properly aligned.

Complete the following checks during the external oil transfer:

33. Monitor the pressure on the transfer line


34. Take regular soundings/gauge readings of all tanks being filled. Continue to sound/gauge reading of tanks that have been filled to ensure that oil is not continuing to enter in those tanks


35. Ensure that PIC or Vessel PIC of pump control is informed prior to stopping and topping off



Complete the following checks after the external oil transfer:

37. The transfer hose is blown down or the pressure is bled-off and drained prior to disconnecting 


38. Close the valves to the main filling line and facility


39. The Vessel PIC shall supervise in the bunker break the disconnection of the transfer hose


40. All fuel tanks shall be manually sounded or content visually checked on local gauge after the transfer.


41. Inform Senior Engineering Watch officer and Deck Watch Officer that transfer is completed.



This DOI shall be maintained on board for a period of five years after the date of the transfer.

[1] Barge; name of barge. Pipeline; address of the dock. Truck; name of company.
[2] If a sludge/barge company cannot show a transfer hose test certificate and the transfer can safely be delayed until a subsequent U.S. or Canadian port, then it should be delayed.  Otherwise, the transfer should proceed and it should be ensured that a vessel engineer observes the transfer hose during the transfer, to ensure that the transfer can be immediately stopped in the event of a hose failure.  If a transfer hose test certificate cannot be shown this shall be reported to the Vice President of Port Operations and Director Technical Operations.
